Library Bill to give Pustaka clear mandate for memorial archives, says Huang

PROPOSED amendments would give Pustaka Negeri Sarawak a clear legal mandate to preserve Sarawak’s historical materials.

Repok assemblyman Datuk Seri Huang Tiong Sii said the proposed definition and functions of memorial archives would cover the collection, storage, preservation and exhibition of historical materials relating to prominent figures and significant events in Sarawak.

“This initiative could not only strengthen the younger generation’s understanding of Sarawak’s history and heritage but also foster patriotism and a sense of identity among Sarawakians,” he said when debating in support of the Sarawak State Library (Amendment) Bill, 2026 at the Sarawak Legislative Assembly sitting here today (Oct 13).

He also called for attention to be given to suitable infrastructure, the adoption of digital technology and the involvement of skilled curators and archivists in managing the memorial archives.

“These measures were important to ensure historical materials could be presented in a more interactive, attractive and easily understood manner.”

On the administrative aspects of the Bill, he said the amendments had the potential to improve efficiency and streamline the management of Pustaka Negeri Sarawak by removing multiple layers of approval.

“This could accelerate decision-making and the implementation of library programmes.

“The clarification of the minister’s powers would help ensure that Pustaka Negeri Sarawak’s strategic direction remained aligned with public policy and the aspirations of the Sarawak government.”

However, he expressed confidence that the expertise and professionalism of the board of directors would continue to play an important role in providing professional advice and views to the minister before decisions were made.

Huang also described investment in the development and management of Sarawak’s information resources and heritage under the Bill as justified and strategic in the interests of Sarawakians.

“I am confident the government will give due attention to the financial needs for the new memorial archives and the necessary governance adjustments.

“With prudent planning and effective implementation, these amendments will strengthen Pustaka Negeri Sarawak and deliver lasting benefits to the people of Sarawak,” he said.
