KUCHING, Oct 7: Ministry of National Unity will comprehensively assess the effectiveness of law enforcement related to 3R issues and hate speech to ensure continued social harmony.
The Ministry in a statement announced that the assessment will be made through the Integrated Issues Management Committee, including examining 3R definitions and hate speech, jurisdiction, allocation overruns as well as the effectiveness of enforcement actions under existing law.
According to the ministry, the main challenge lies not in the number of laws and policies that are being drafted, but rather in the quality of legislation as well as the ability to ensure enforcement is implemented firmly and consistently.
"Governments across agencies should review the effectiveness of existing law enforcement, including identifying any weaknesses, gaps or constraints in the enforcement process and taking steps to strengthen the mechanism", according to the statement, today.
The committee is chaired by the Union Ministry Chief Secretary and also includes the Home Ministry Chief Secretary, the Communications Ministry Chief Secretary as well as the Director General of the Legal Affairs Division (BHEUU).
Meanwhile, the ministry will hold discussions with the Malaysian Human Rights Commission (SUHAKAM) to strengthen its role and coordination in addressing social harmony issues.
According to the statement, SUHAKAM is responsible for investigating complaints related to human rights violations and advises and advises the government on legislative and policy issues.
"The Ministry will also propose to SUHAKAM the appointment of a Harmonization Commissioner to focus specifically on aspects of monitoring and advocacy of social harmony from a human rights perspective", he said.
The Ministry of National Unity will simultaneously continue to strengthen the ecosystem of early intervention and community mediation as a mechanism for conflict resolution at the root level.
A total of 521 community and neighborhood related cases were successfully resolved through mediation without involving court proceedings for the period 2023 to 2026.
"This approach is essential to ensure that conflicts that can be resolved through negotiation and mediation do not continue to develop into larger disputes", the statement said.
